Millions of immigrants who are ineligible for Social Security numbers (SSNs) file taxes by using Individual Taxpayer Identification Numbers (ITINs). Although ITIN filers pay billions in taxes each year, they are ineligible for crucial federal tax credits, such as the Earned Income Tax Credit (EITC).

States have begun to create state-level EITCs, and many of these states have included ITIN filers in these credits that reduce tax burdens or increase refunds.

States that do not offer these credits exclude ITIN filers from these economic benefits, which can affect the financial stability of low-income families. Excluding ITIN filers from Earned Income Tax Credits (EITCs) significantly affects immigrant families by denying them financial relief designed to support low-income workers. Without access to these credits, ITIN filers miss out on tax reductions and potential refunds that can help cover essential expenses like food, housing, and health care.
