GORBACH, ET AL., V. RENO:  9TH CIRCUIT FINDS INS ADMINISTRATIVE DENATURALIZATION PROCEEDINGS UNAUTHORIZED AND ILLEGAL
Immigrants’ Rights Update, Vol. 14, No. 4, July 26, 2000

An en banc panel of the U.S. Court of Appeals for the Ninth Circuit has unanimously ruled that the procedures developed by the Immigration and Naturalization Service for reopening and revoking grants of naturalization are not authorized by statute.  The decision upholds a nationwide preliminary injunction on INS administrative denaturalization.  Because the decision was issued as this issue of the Immigrant’s Rights Update was about to go to print, a more complete article about the decision will appear in the next issue and also will be available soon at the NILC web site.
