"Haitian orphans permitted to enter the U.S. under humanitarian parole meet the definition of Cuban/Haitian Entrant and are eligible to receive SNAP benefits with no waiting period, provided that their household meets the SNAP eligibility criteria for their household size," this memo clarifies. It provides a definition of "Cuban/Haitian entrant" and explains how to ascertain whether a particular orphan has been granted humanitarian parole status. (PDF, 2/10)
