The California Immigrant Welfare Collaborative (CIWC) is a project of the Asian Pacific American Legal Center of Southern California (APALC), Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA), National Immigration Law Center (NILC), and Services, Immigrant Rights, and Education Network (SIREN).  CIWC was formed in 1996 to coordinate a statewide response to the welfare challenge facing immigrants in California.

WHAT DO WE DO?

CIWC works directly in the community as well as with policy makers in order to provide an integrated response to welfare law changes and to advocate for the rights of low-income immigrants.  CIWC has three program areas:  (1) policy analysis and advocacy; (2) technical assistance and training to service providers; and (3) community education and outreach. CIWC policy coordinators at the state and local levels advocate for welfare policies, legislation and practices which will protect and promote the rights of immigrants.  CIWC staff provide information, assistance and trainings on a regular basis to community-based organizations that work directly with immigrants.  CIWC staff work directly to educate and empower immigrants themselves, and to disseminate information through media, presentations and other forms of outreach.   Issues include:  Cash Assistance Program for Immigrants, health care, language access, SSI, food stamps, CalWORKs, public charge, and affidavits of support.
